I have uploaded an event file, which is part of my starfire mod (though I could not duplicate many of th e situations - I am keeping the name for now).
The mod duplicates many of the Intel projects as random events. If these are used you won't automatically know when someone is using intel on you, or you might mistakenly think they are. In several cases I decreased the population happiness by one rather than doing anything constructive (e.g. planet is scanned). 1039752259.txt P.S.
