It means that all Wyrms that voted in favor can attack Arco, but that those same Wyrms (including Arco's Wyrm) can counter-attack. For example, Ulm and Abysia might attack Arco. But, then Arco and T.C. can counter-attack, etc., but then Mictlan, Man and Pythium can attack T.C. for attacking Abysia and Ulm, etc.
Sounds like Vyrmin will have many, many things to eat! |

so basically it very nearly degenerates the council - or rather makes the diplomatic peace insanely fragile, in regards to arco.
