Name := Phased weapon
Description := Skips non-phased shields.
Damage Defense 1 type:=Standard
Damage Defense 1 amount :=100
Damage Defense 2 type:=phased 1
Damage Defense 2 amount :=-1
Damage Defense 3 type:=phased 2
Damage Defense 3 amount :=75
Damage Defense 4 type:=phased 1
Damage Defense 4 amount :=100

Phased weapon 2
Description := Skips non-phased shields.
Damage Defense 1 type:=Standard
Damage Defense 1 amount :=100
Damage Defense 2 type:=phased 1
Damage Defense 2 amount :=-1
Damage Defense 3 type:=phased 2
Damage Defense 3 amount :=-1
Damage Defense 4 type:=phased 1
Damage Defense 4 amount :=100

Phased weapon 3
Description := Skips non-phased shields.
Damage Defense 1 type:=Standard
Damage Defense 1 amount :=100
Damage Defense 2 type:=phased 1

Leaky could be done in the same roundabout way as now..this doesn't improve that at all.

The phrasing for shields is a bit awkward though. What it should say is that there isn't a need for a phased shield ability. The damage types can define that on their own.
