It will colonize in the beginning but after while it often gets into this "can't load..." mode and stop sending colony ships and transports. Take a closer look after turn ~30 in standard move game and you should see what I mean.

Please, just start a new game and do what I suggested http://forum.shrapnelgames.com/images/icons/icon7.gif You will see what I mean. This bug does not kill AIC/Proportions AI completely.
