Just be careful. If a ship is filled and encounters an order to load cargo, all orders will be cleared. Assuming simultaneous movement game, this leads to it doing nothing else on that turn.

I believe so... I am not sure whether SE4 treats the fleet as one cargo source together or each ship individually when determining whether the fleet loses the rest of its orders or not. I would hope it gets treated as one source, so you do not lose your movement guaranteed if you have ships with no cargo space in the fleet.

My answer is based on experience and judgement from pbw games.... Then troops are picked up evenly among all cargo ships... So troops are even placed on carriers... So a little minor maintence each turn to move the fighters back etc.. I think this is a bug... but never mentioned it.. ...

To bad you can't make peace with your enemy. The Political Ai simply will not allow it. I'd park a fleet of ships over one world, when that world stops rioting, build a L3 pacification center. Then move onto another world in another star System. Very time consuming, but well worth it.
