Also, keep in mind if this is a mod you need to check the settings file in the mod/data folder.
Yes, it sounds like it's been set to TRUE. Maybe it defaults to true for a clean install? I don't really know for sure. But changing it to FALSE should fix your problem. Edit: for spelling.
