These determine how much to keep in inventory. The AI won't launch mines from a planet ever due to they are unrecoverable. They will launch sats up to the percentage in this file. Sats are only launched strategically, not during combat, because the sats could be non-combat configuration and would be cannon fodder if launched. This was reported to be the intention of MM as to why/how these are launched.

Well i think that holding the sats in combat is a good thing - it does mean that human players can launch them - which gives us a advantage.

The only alternative for SE5 would be weapon based sats could be launched and all others not.
