As system-wide and planetary modifiers are considered to be different, they DO stack. The same system-wide modifiers, even if from different facilities, are considered equal and only the best bonus is taken, so they do NOT stack. Same for planetary modifiers. For example, mineral scanners and robotic factories do not combine.

The planet and system happiness modifier abilities do not stack from what I can tell. Only the best of them will affect the planet. This can be seen by using a negative value for the planet ability, which actually works (negative system ability doesn't work). Make it -30 or something. Watch people get angry. Build UPC I, it all goes away.
