Ya, have starting provinces = 2, or they and something tough enough to take a province could all teleport into one weak indy province on turn 1, and then fly all over the world on turn 2.

Yeah, i was figuring on making the god powerful enough to take a different province on turn 1. So far i've decided i'll be taking over the nation of machaka (since blood is no longer necessary) because 1. it seems to be one of the less played factions, and 2. the commander names seem tailor-made to this sort of thing.

(the god im changing is going to be the lord of fertility, so pangea wont be able to use him anymore. Sorry pangea, i know how much this will mess up the gameplan)

Ok, well here's what i've done.

I've created a mod that replaces Tien Chi with a neutral overwatch nation with an extremely powerful rainbow spellcaster unit and an extremely stealthy spy unit.
I've also made it so the overwatch nation is the only nation capable of using the Wish spell so the special units cannot be wished for.

I've modded the cradle of zen map to create a province in which the overwatch nation always starts that has no neighbors. On turn 2 the overwatch nation will cloud trapeze a commander to another province and take it over for spy production. Thus their dominion will be protected for the duration of the game with minimal impact on the game. In case anyone's interested the Overwatch nation will start in province #74 and trapeze to province #175 which is nostarted. I deemed these two provinces to have the least significance on the map.

I've also decided to appropriate soapyfrogs idea for political rules into my game, adding another (interesting i hope) element.
In the end my games special rules would be as follows

* Soapyfrogs political rules
*A neutral nation with a master password to arbitrate the political rules and provide generic information about wars and great battles going on in the world.
*NO score graphs
*At least a 72 hour QH turnaround
*Wish is exclusive to neutral nation
*A win in a Deathmatch will come with 100 gems of your choice, or after turn 30 an artifact of your choice
*Possible more frequent deathmatches if the players want them.
*1 global enchantment spot likely to be taken up by eyes of god for neutral nation

I'd still need someone to host the game and my map and mod files since i dont have any real way to do it.

And i'd like to have at least one other person to share the write up responsabilites with, im already involved in one AAR game that promises to require a bit of writing later.

Would anybody be interested?

[edit] oh, also i could use some help in the graphical department, right now my mod icon is extremely basic and i havn't changed the tien chi flag to something more suitable.

A couple of suggestions...
1) I'm not sure removing Wish is really necessary. Players must simply not wish for the special units, that is probably sufficient. If anyone cheats it is likely the overwatcher will catch them anyway.

2) If the intent is for the Overwatch nation to cast Eyes of God, the Fate of Oedipus spell should probably be removed.

2.1) Overwatchers should probably get Eyes of God as starting spell.

3) A sufficiently large supply of astral gems would enable the Overwatchers to cast Astral Window everywhere, and eliminate the need for the spies entirely, other than for dome interactions.

4) Wish as a starting spell for the Overwatchers will allow them to conjure up deathmatches (and artifact prizes) at will. To prevent other players from using it (if this is still desired) it could be given an otherwise impossible path-cost. Reducing the gem cost in this case might be good too.

4.1) Could a player winning the deathmatch claim an already-existing artifact as a prize?

4.2) Maybe allow players winning the deathmatch to invoke other powers of the Wish spell, mediated by the overwatcher?
