It does not.

Underwater "flyers" such as tritons continue to "fly" underwater with Pep Storm up during tactical movement (battles).

Sadly, however, land flyers who can fly during storms are unable to do so strategically (only tactically).

<font size="2" face="sans-serif, arial, verdana">BTW will flying aquatic commander with amulet of fish lose his ability to fly on the land? I suspect he would, but I was always too lazy to check.
