<font size="2" face="sans-serif, arial, verdana">I've seen that a lot too, but when I checked it was always due to variations to the heat/cold or growth/death scales. These variations always happen after your troops are checked for starvation, so you may get starving notices when the province supplies says 'enough', and vice-versa.
