Well, since they stack, you could take all of the traits, and space walkers costs less than just buying Construction Aptitude (assuming costs are the same as stock, and you already are at the higher cost threshold). Granted, it is the last trait you'd pick for boost to construction, but it isn't over-priced for the reason you state. (Whether or not it is worth the points from a min-max point of view, of course, is another matter.)

SY Rate applies to everything though. If you want it just to affect ships (and bases), you need to add a racial tech trait with improved SY components instead of using the SY ability.
