Here's something to try. Shut down the computer, and turn off{put on standby, pull the freakin' plug, whatever) on your cable modem or DSL. Then try to boot. If it goes much faster, the skowdown has to do with Windows trying to load virtual folders or some such foo. I can't fix that, maybe someone else can, but you should at least be aware of the time Windows needs to start itself once it senses the network connection.

You may want to try running a system check for IRQ problems. There may be a conflict of programs trying to share the same IRQ. I know it's rare but it does happen and the system will act as your describing.
