They aren't really free though, I mean you have to build a tribal king and set him rounding them up. They also hurt the populace don't they?

They just seem less useful than freespawn to me.

They also cost upkeep. Every 15 slaves cost 1 upkeep.

I don't think raising slave warriors hurts the population or even causes unrest.

Slaves are certainly useful while sieging.

You may conquer the province with ~20 jaguar warriors and a few demons, but it'll take them months to break the gates down. Slaves may be almost useless in a fight, but they're about as good as anyone at tearing walls down.

They're also good at patrolling to keep unrest for bloodhunting down.
