Only the save game files are really needed. The .map is inside the ftherlnd and .trn files, the .tga/.rgb takes a dummy graphics file with the same name, too.

I have seen things like this from time to time, but usually it's part of an army, not the full thing. Just speculating, but i think it has to do with screwyness associated with routing to the "garrison box" where unattached troops live in province.
