Note that if you have the time and a caster with the right paths your hunter upkeep is zero: Use vampires. Obviously, the initial cost is higher but they're B3, no old age, no rods needed and no upkeep.

Furthermore, should a raider "kill" them they simply resurrect if they were in your dominion and you are a land nation.
