But it applies the effect at the very start of battle, so if they have to actually cast the spell, they are too late.

Edit: Actually it's been implied that the effect is applied at the END of the first round, which is weird, and the reason you can't move the first round or you don't get it. anybody notice that the armor of virtue casts on other units besides the wearer?

perhaps if the armor is casting on the postion of the wearer at the satrt of the round and somone moves into that spot by the end they get the RoR?
