Unfortunately the way farsummons work is as follows:

The number you specify equals the number of regular units, then a commander is assigned; a special commander if certain unit numbers are used, such as the wolves + werewolf.

I have never heard of a command that allows you to farsummon just a commander, but there may be one since horrors seem to work like that.

ok horrors.. I'll look into the horror farsummons.. I've never summoned one though.. could you specify which spell of horror summoning is a far summon?

The blood horror summons are indy farsummons. Send Horror etc.

I've not yet had the time to look into the DB which numbers are behind it but this should solve the problem I'd think.. I'll experiment with it a bit and report back.. getting troops as commanders and a commander as a trooper is not a disaster but still a bit strange.

ah been looking into this again.. horrors are indie commander summons as was said.. are there non indie (your own) commander summons in the game? I ccan't think of any really.

Try the generic wolf with the number set to 1 or 0. That may spawn just the werewolf commander, not sure.

I´ve been trying to make a farsummon for LA Pangea for a while now. You say that to farsummon two different kinds of units you need to make two spells and make one refer to the other?

yeah as a second spell or something the second example I posted works..

you can just copy my spell and change unit numbers and everything (description, cost, research level etc) and it will work (don't forget to adjust restricted nation)

ONLY each summon basicly ALWAYS summons a unit (in the quantified number (I've not tried 0, will have to try)) of the type (a non leader that is) even if the unit is a leader + a leader (even if the unit is a non leader, then it is exactly the same but with 40 leadership)
