This is possible with RanDom/SemiRandom. Some (not all) of the existing "god" files assign poptypes that try to be thematic. Anyhow, it is an example that demonstrates a little of what Endoperez is suggesting. :)

Well basicly you just eradicate the other race so you can't train them anymore :D
