This is one of the things that periodically wash up on the main forum's top page. AFAIK it's always been this way. It's not a bug, and don't expect it to change.

Not always, but you need to go back to the Dom2 days before you hit a version where hammers worked on these. The change was made already in some Dom2 patch, I think.

I'd really like to see hammers and other forge/construction bonuses made not usable for gems producing items.

IIRC the change was done way back during DOM3 beta stage. Either way, its not bug - it's intentional.
