Some nations could even have someone very great, expecially for the ones considered "weak nations", having one strong commander from the beginning almost "for free" could help to balance things. Like Yomi's Oni General could become a strong Oni Shogun with double swords, Standard and other bonuses.
Surely KO knows much more than me about what in the different cultures is considered a creature/charge/title of great power and value :)
