Most likely there is a siren in the province.

I´ve gotten sirens as commanders from random events, when playing land nations. Rather often, in fact. Patrol the province and pwn her.

If you are close to the enemy border you have the problem of them flying and being able to retreat, through.

The Lure can be resisted. It's probably against magic resistance, morale or both. If the commander is amphibious, he gets to fight the Siren, at least in some cases.

Even flying commanders can only retreat to neighbouring provinces. It's always good to mention that.

ahhh forgot about that random event, well changes little, either way there is a siren there.
