From memory there is a road setting in the map generator specifically for this purpose.
I quite often generate without a road network & add my own or modify the original.
Note howeverer if you want a small amount of trees you need to generate roads with some urban as they seem linked, no houses means more trees because we have not cut them down probably on the same tree setting.

Secondary roads are I believe often treated as unpaved of some form which means they can generate dust trails if moved along at speed & settings call for.

Apart from unpaved, I treat "Secondary roads" as lower grade paved (narrow etc), esp. based on the experience with roads now after the winter passed ;) Use this esp. in the MBT.

Walked dirt roads in the middle of large cities in before. It's probably not as uncommon as you think in some areas of the world.

Item, there are rough unpaved roads not 2 kays from where I live, and I live in a city of more than half a million people. I look on primary roads as good metalled or tarred roads. Secondary roads are anything from badly paved bumpy roads to dirt ox trails.
