That is possibly true if you are going to push in a general sense, relying on natural flow of candles into enemy lands. If you are doing so you want to be preaching in your own lands to maximise the outwards spread of auto-checks.

If you are directing a push, however, higher is always better. Blood sacrificing at the borders and stealth preaching are the obvious ones, but even building temples at your borders and preaching your own border provs to max dominion will benefit a lot from having higher dominion. Certainly plonking your high dom pretender next to enemy lands will speed things up substantially.

Taking 10 dom will not hurt the effectiveness of your dom push. It takes 10 turns on average to generate 10 candles with dom 10, right? and 10 turns to generate 6-8 candles with dom 6-8.

Only exceptions are the automatic candle from your pretender and if you are preaching to fill up your own lands
