And if I recall correctly, it reformed the energy matrix of a barren rock type planet/moon. |

Ok, let me put on my Trek-nobabble hat here.
IIRC the Genesis device was designed to reform a barren world into one with life on it. However at the end of ST:WOK, the genesis device was activated inside the Mutara nebula, which caused a star to form. It should be noted that the genesis device could also transform a world that was *not* entirely barren into something useful. Which is why Chekov and his captain were searching for life on Ceti Alpha 5.
