VoT auto casting is also bugged.

And I should also point out that VoT kinda sucks simply because there aren't many sites underwater for it to find. I've used it extensively in several games and it hasn't been worth it in a single one.

I disagree. I think it is worth it, in terms of mage time and ease. I've always found plenty of sites with it. The problem I have is that the income you get is largely not water, which makes it hard to keep financing the expensive VoT. It is somewhat odd the underwater gem income is biased toward earth and fire.

And it is bugged. All casters default to the same province.

I have seen it target a captured capital since the patch.

Capitals were never exempt. Capital provinces are treated just like any other, i.e. if they have empty slots, they'll get targeted sooner or later (depending on how many sites they have).

I generally turn on my automated searches, but then check them each turn, to make sure they are not wasting my gems. Not hard to do, quite a quick check actually.

If they are searching somewhere stupid, I just reset the monthly search to start from a good prov.

All capitals used to be treated like any other province. Now your own capital, at least, is skipped.
