So, it can be fixed by giving magic to eagle form and modifying it in giant form, right?
Of course, he will have to appear (as a hero) in his eagle form - but why not? Maybe, he prefers travelling this way. :)

Nope, the first form determines the magical paths. If the second has magical paths you do not get these. (The magical path modifiers do apply. If you look at the eagleform you see he has air +2 othermagic -1).
