Level bombers are best used during a regular game either as the first attack OR used with the priority target hexes ( Gold spots ) and then the delay is quite acceptable but you need to apply them correctly to be effective but most players would rather have an extra tank than a bomber but the choice is yours to make. If used at the right time and place they are far more effective than an extra tank might be.

Especially effective in urban battles. My first game after so many years was a German assault on a Polish city. Timed the Do17 swarm just right and destroyed the best positions before the objectives.
