Yes:
Settings.txt will have a setting for maximum systems.

Yes:
If systemnames.txt has too few names, the remaining systems are unnamed. Adding more fixes the problem.

The B5mod is a WIP, but the races are playable with their current (and Gold) AIs in any other mod or basic SE.

Well, the best collection of systemnames I have come around was in Kuat Drive Yards managed by Andres Lescano (SP?). I have exactly 5167 system names after I have removed all the doubles.

If you want it I can post the file here, but take note that I didn't make this list (just did a little cleanup).

If you have the gold, go to the mods section and look for the eyecandy mod.
In there is my systems file if you want to use it.
