Thanks for all the replies! I did figure it out. Another question:

What does "seeker dmg res" stand for in the descriptions of some weapons such as the plasma missile?

That is the 'hit points' of the actual seeker, the damage that point defense cannons have to inflict to destroy it. Since a missile is not a 'vehicle' like a fighter there's no other way to assign damage except in the component definition.
