With the Ship selected, click on the 'Cargo Transfer' button, which will allow you to swap Population & Units around.
or
If the ship is not at the planet, use the 'Load Cargo' order, select the Location to load from and then select the type to load. But note this will completely fill your Cargo capicity with the desired population or Cargo, even if you only want 10.

<font size="2" face="Verdana, Helvetica, sans-serif">Unless you specifically turned on "Colonize Own Atmosphere Only" and/or "Colonize Own Planet Type Only" when you set up the game.
