<font size="2" face="Verdana, Helvetica, sans-serif">If this was a modded AI, TDM or not, they can be made to not surrender or accept "un-equal" trades or treatys. Also they might just be really pissed at you. Use troops and take their planets away from them.

I've beaten races to a single planet and left them for about 2 years and they still won't accept anything below trade alliance
