$0.01 suggestion - Write some ship classes with naturally cloaking ability. They could be submarines. ( are subs exist during 1930's? )

This sounds great. It is an idea that has been suggested before but so far no-one has been able to actually get it all done. I sincerely hope you succeed and look forward to playing it.

What are you going to do about stars? Are you just going to make them invisible or have them represent "wind" or something. Then you could use the solar sail ability to have sailing ships that go faster in areas where there is "high wind".

Also, warp points could be a bit bothersome. You'll have to either (a) ignore them or (b) use only carefully hand-editted maps. I suppose you could say they represent canals and straits between diferent bodies of water/ systems.

If you're doing hand editted maps, then you could have land and sea - just have a strip of highly damaging sectors to represent the coastline- no ship would be able to cross from sea to land and no ground unit from land to sea. Except maybe at coastal cities (planets), which couldn't be damaging. Oh dear. Can special damage types be given to sectors? Maybe then you could mod it so that only ships are damaged on land and only land vehicles damaged at sea. Or something.

According to this web page {link}, the very first submarine was built in 1623(!), and the first military use of a sub was in 1776.

And if u think for example what then is to stop someone building a bigger ship with smaller engines ahhh well those smaller engines will be a lot easier to destroy than bigger engines,
<font size="2" face="Verdana, Helvetica, sans-serif">With the mounts, you can enforce the larger ships = larger engine, no problem. You don't even need armor or economics to stop abuses.

What you do is have the engine component too large to fit on any ship, and use the mounts to shrink them to the appropriate size. Use the "minimum size" and "maximum size" restrictions to allow the mounts only on the specific hull they were designed for. (So no escort engine mount will appear for a heavy carrier)
