Technically a ship moving in combat has only moved a small fraction of the distance that it moves in strategic movement. Maybe it should use some fractional amount of supply, along the same lines as it receives half the movenet in combat it does in strategic.

Yeah... I got the idea from JLS. I couldn't get my orbital fighters to work right long ago. It wasn't until I saw AI Campaign that I saw a way to trick SE4 into thinking the fighter does have strategic move, so doesn't need a 1 movement minimum. http://forum.shrapnelgames.com/images/icons/icon10.gif
