Not to complicate things, but I've successfully used alt+f4 to close SE4 several times.

umm, i meant from the very first window you get when starting SEIV - the one with the picture, quick start, new game, resume game etc.

umm no jack, this is not true for me, im not playing this game alot.. i was just trying something with racial setup and just kept pressing alt+f4 till i get out of the game -- and discovered the bug! lol

I didn't mean to imply you were playing it a lot; I was just warning you that you fit at least one of the more obscure signs that you are addicted to the game.
