Fighters, yes it is a different matter. Massed up fighter stacks traveling with the same speed as ships can be a killer setup. 'Kay, this is kinda under the heading of useless facts ...

If you build a value improvement plant on a planet with some resource value already greater than 255% (because you want to increase the % of another resource, obviously), that high resouce will be decreased down to 255% by the value improvement plant.
