underwater bases would not necessarily be resistant to bombing. IF you can find their location and drop a bomb with either a delayed fuse or pressure/depth trigger an explosion underwater would be even more devestating than in the air.

Or you boil the water...that could make for UGLY pressure damage and problems for an underwater base....unless the population is water-breathing/living.
