I described exactly how to do it! http://forum.shrapnelgames.com/images/icons/icon7.gif It's not something that can be set up on the spur of the moment unfortuntely..you have to do a little pre-planning OR some creative work with puppet political parties.

Setting one up right now, standard SE4. It'll probably require the TDM-Modpack races though.
