Stalin's and Mao's favorite weapon for mass murder was purposely-engineered famine. Together they used it to kill tens of millions of "undesirables," many more than Hitler killed, even counting war casualties. The "great" thing about famine is that, not only does it kill directly at very low cost, but it also weakens people enough that plagues often start spontaneously.
