You can recycle them next turn when you put a new item for construction. At the same time, when planet finish construction and there is nothing in the queue, Moo2 automatically add "trading goods", converting spare "hammers" into money. Once planet produces more than 20 construction points, any points lost during construction worthless cheap items are more than offset by free money you receive. As a result, races with unification and production bonuses roll in "illegal" gold. It also produce a hell lot of micromanagement and stall game.
