If he is consistently staling and not responding to messages then find a sub. If he has only missed a turn or two and usually waits until the deadline then he should stay in.

That's just it, this would have been his second stale. The majority is getting quite impatient though, for good reason. I'll give him a few more hours then ask for a sub, in my limited experience a sub usually materializes quite quickly.

If he is about to be eaten anyways, or just let some of our game use it so that it can damage hes neighbours mostly(so that they can pay for their territories)

Considering that it is a giant nation in the early game with little territory and few options I doubt it would make much of a difference if you just set him to AI.

If the majority wants it. I think he's pretty badly broken, but pythium would know better than I do.
