Webmin (http://www.webmin.com/) might do the trick, but I must admit I used it for 3 years from my Windooze desktop but have no clue if you can really set it up to run on a X-less server (or how I should do that). As it's only a webserver and a bunch of perl scripts I guess it should, but better check yourself ...
