1) Moddable.
Simply make a second, normal tech area that requires, say "Massive planetary shield" tech, and have it give you even bigger shield generators.
2) Can be created by a dedicated human player.
5) See B5 mod. With random armor skips, you really don't want to have a single point of failure (bridge) take out your ships http://forum.shrapnelgames.com/images/icons/icon7.gif
6) Phased shields are moddable. Use "phased shield generation" on a facility.
Regenerators and crystalline effects would be a welcome addition http://forum.shrapnelgames.com/images/icons/icon7.gif

For a moment, I thought I had a way to mod this; create a small colony module, with no cargo space (so you end up with a 0 population colony). Then put that module on a small, fast ship to colonize the "ruins" planet. The main problems are: you still only get ruins tech from planets you can colonize in the first place, you still end up with a colony someplace you didn't want one (unless you abandon it immediately after getting tech), and making the component smaller opens the way to (minor) abuse as people add more cargo components to a colony ship with the smaller component. After all that, I like your idea & hope MM adds in something that allows it...

Interesting idea; but then I'd want to add a terraforming-type facility that would compensate for the problem.

Here is the part of my list that I can remember off the top of my head while at work:

1. Make the ability to warp/travel through a warp point an ability that can be given to a component. Then at high tech levels, units could warp, and for really low tech starting games, you could start with ships confined to the home system.

2. Allow "upgrades" for hulls similar to how they work for components. Instead of research producing larger hull types each time (or specialized), it can now produce more efficient Versions of the same hull type (while using the show latest hull types only button would keep the display uncluttered).

3. Allow for more/variable types of objects that can be built, not just ship, base, fighter, sattellite and drone. Also allow the names to be changed. I might want to define organic ships and a line of components that can only be equipped on these ships, while still allowing the same race access to the more standard components and ship/base hulls as well. I would really like to keep the current more strategic drone implementation while removing most of the missile weapons and replacing them with fighter sized drones with fighter type components (destroyed upon use probably) instead.

On the issue of sort.

Here is an example

Planet screen Change it to show cargo.

Ok. I want to see what planets have fighters on it and only fighters. Instead I have every single planet that has a unit on it. And I build troops on every planet.

Or perhaps I want to see what planets have mines.

Then the next level of the sort would be show only this type or name of mines.

Now expand that to idea to all the other report screens.

For instance your in the ship screen and you want to see all Cruiser size ships or just all attack ships then sort them by size or system location.

These are little things that would make a huge difference in the game.

I think there no brainers... Players must have the ability to drill down on the report windows to the level of granuality they require.

Another cool thing would be the ability to do joint research between races.

And how do you make known enemy ship classes obsolete ????

Here's another few:

-Make the Star Unstable ability work (as of 1.49, it doesn't- no matter what value, the star will not blow)
-Warp-point unstable ability and random opening/closing events (the second might be modable)
-Launchers that can launch fewer than one unit per combat turn- say I want a fighter launcher that can put twice as many fighters into space in strategic, but can only launch one fighter every other turn in tactical. Things like that.

By Version, i don't know if you mean a hopeful SE5 or just the next patch, but here is my contribution to the future of SE. A couple I don't think are on here:

1) Larger systems (not galaxies, systems)--might be interesting to have larger or different sized systems possible (bigger and smaller than the 13x13).

2) Some sort of empire moral, which can vary. For example, Empire X has two enemies, Y and Z. X has many victories against the Y empire, so it has a +N as moral when fighting them. But against Z, they have lost quite a few ships and battles, so when fighting Z, they have a -N. Another item which I think would be neat to add to this would be size and distance of war. If a particular war requires the use of 50+ warships, you take a moral hit. Same as if the war is 5 systems away from your nearest planet. And when empires are assaulted on their own ground their moral can jump because they are fighting for their own soil. but I have mentioned all this before, so I'll stop.

I would like to see opening and closing warp points as well. It could be devised as a setup in the ability values:

Warp Point: Fluctuating
A V 1: (how many turns till it opens)
A V 2: (how many turns it stays open)

Would provide for some interesting games.

I'd like to see a new feature for star chart trading. Namely a selection for 'all'.
As in, I'll trade you 'all' of my maps for 'all' of yours.

Space_Umpire and ZeroAdunn have suggested hardcode tweaks for things similar to existing abilities, but you're asking for something that already exists.
