From what I have seen, there are too many variables for a tournament to make sense. The only other options that I can see are to end the game now (1st: Mictlan; 2nd: Pythium; 3rd?: Machaka) or to keep playing.

I'm ready to end the game now, but I'll go with whatever the community decides.

I think they do. But of course they do not cover Island + all provinces neighbouring the island.
