"Black holes don't require a ship to be in any particular sector, only somewhere in the system. Perhaps because of that they are handled differetly by the code. I don't know, just guessing now."

I just went back and tested this. The black hole creater requires a ship to be over a star.

I am probably thinking about the ship that destroys a black hole. FOr the ship that turns a star into a black hole you might have to be over the star.
