AdmiralZhao is facing hard times looking for a reliable partner. Hope he will find one because we can't start with less than 9 teams due to predefined locs.
I attached the .map file to the first post so that you could download it and test your pretender\scales in real conditions.

There's no need in that. He's asking his friends now and if he doesn't succeed he will start controlling both nations and will continue searching.
So we may start once everyone has his pretender uploaded.
However, we need team selection from Zhao (and maybe his teammate)
