"Tratorix - Sauromatia" has stalled atleast 2 turns in a row now, and is on his way to stall a 3rd time. Perhaps it is time to set this nation to AI if none wishes to take over ?.

I set my remaining 3 provinces AI. Not much point in continuing after losing my capital. GG to the nation that killed me and good luck to everyone else. :)
