Is that what Ironhawk was talking about, though? In retrospect I think he might have meant getting an idea of the overall extent of enemy empires so you can predict (roughly, from the terrain types) which provinces are high-income and hit him there. I'm not sure, though. Intel is one area of this game that I struggle with.

I didn't know Eyes of the Lord were spies. Interesting.

Eyes of the Lord aren't, and they aren't stealthy either. They have a patrol bonus, though. Ears of the Lord are the spies for Machaka.
