When I scouted for the channel, I could not find it either. After connecting to the gamesnet IRC server, however, just type /join #se4, and you will get in.

yep, gamesnet worked. yep, #seiv worked. nope, se4 didn't work. didn't connect

I have just a thought and I am sure it has been said somewhere, but why not have a weekly meeting of our community or bi-weekly meeting at the IRC room?
Just a thought, that way we can all get to know each other:)
