My only answer to this problem was to put the system wide facility deep in the facility construction file. The AI will only build the system facility after 10 other facilities (10 being a random number). This does not help the stock AI's, and my custom AI's will still build a system wide facility in a system that only has 1 breathable with sufficient slots available, but it helps.

AI and systemwide facilities
The AI - obviously - doesn't rely on the systemwide abilities of the religious Time Shrine and the "standard" System Robotoid Factory. It follows the construction orders for these facilities types on every planet in a system.

The AI will only build one system wide facility per system. Maybe more if you call them by different abilities but not when using the same ability. regarding building them in a system with only a single planet: What's bad about this? If the planet is large enough it will help even the one single planet a lot. Just make sure to not place them right at the top of your AI build queue like Gandalf correctly suggested. |

That sounds right. In the end, my Ais never had a problem with it. Even if they have 2 such facilities it is no big deal. One might get destroyed and then you are glad that you have a backup. http://forum.shrapnelgames.com/images/icons/icon7.gif

In a present game the AI builds them although there are already one or more existing (there were constructed years ago) in the system. As you said the check will ignore facilities under construction. That restriction should led to a lot of System Gravitational Shields due to their very long construction times. I'm just curious but I've never seen the AI built two of them in a system. For example I usualy have several mineral mining colony types with different order of facilities for tiny, small, etc. planets. There' still a problem with non-breathable planets but I arange system wide facilities that they can be build on breathable planets only. |

I had the same experience that Rexxx reported with the System Robotoid facility. Even in systems with no "created" planets.
